Change of use oF Circulation Plates of State Entities with electronic forms SAT-8933

Requirements
1Personal Identification Document (DPI) of the Legal Representative. (If you do not have it, see special cases).
2 Passport in case of being a foreigner.
3Appointment of the Legal Representative and photocopy or legalized copy by a certificate Notary.
4 Circulation Card (if you do not have it, see special cases).
5Title Certificate (if you do not have it see special cases).
6Circulation Plates (If you do not have them, see special cases)
7To be solvent of the Circulation of Vehicles Tax until the current year, if not, you have to make the payment on SAT-4091 Form in Declaraguate.
8 Submit the payment for the procedure of Change of Use through SAT-8933 Form in Declaraguate.
9If change is from Official to Particular: Pay for the issuance of the Title Certificate.
10Resolution of the State Assets General Directorate, related to the change of use of the vehicle license plate(s).
11 If the procedure is made by an person authorized to make procedures in the RFV, the Third Parties requirements must be submitted.
Steps to follow

1. Enter Declaraguate, fill out SAT-8933 Form and generate SAT-2000 Form to make the payment in the authorized banks of the system.

  • Change of use: 1-plate vehicle (Motorcycle): Q. 60.00; 2-plate vehicle: Q120.00
  • If the change is from Official to Particular: Pay for issuance of certificate: Q60.00.

2. After the payment of SAT-8933 Form, you must generate the Document of the Procedure, as follows:

  • Enter Declaraguate, look for the option Search Form.
  • Enter the form number and the access.
  • At the bottom will appear the button for the Document of the Procedure will be generated, which you must print and attach the requirements.

3. Go to a Tax Agency or Office with the requirements.

4. Once the procedure is complete, enter your Virtual Agency to generate your electronic badges.

What do I get?
  • The electronic decal is generated through the portal of SAT in the option Printing of Decal.
  • The plates will be given at the Tax Agency or Office where the procedure was made.
  • You can obtain the Circulation Card and the Title Certificate electronically, through your Virtual Agency. (Title certificates are not issued to the State Entities). if you do not have Virtual Agency, click here to request it.

Special Cases

1. If you do not have the Personal Identification Document (DPI).

  • Attach the document issued by RENAP, certifying the process for the obtainment of this document, provided that, the Unique Identification Code (CUI) is displayed, with or without photography.

2. If you do not have the Circulation Card, you must pay for the procedure of replacement thereof through SAT-8933 Form the amount of Q60.00.

  • If by theft or robbery: attach the original of the complaint filed before the Public Ministry.
  • If by loss or misplacement: attach the notice filed with the National Civil Police or the document issued by the Public Ministry, showing the original seal.
  • Perform the inspection by and expert inspector or physically at the DEIC-PNC authorized headquarters and complete the procedure at the Vehicles Tax Registry in a term of 6 working days as from the date of the inspection.

3. If you do not have the Title Certificate due to endorsement or deterioration:

  • If by theft or robbery: attach the original of the complaint filed before the Public Ministry.
  • If by loss or misplacement: attach the notice filed with the National Civil Police or the document issued by the Public Ministry, showing the original seal.
  • If by loss, misplacement or deterioration, after the cancellation of the form, generate again through Declaraguate the annex of the SAT-8933 Form legalized by a certificate Notary.

4. If you do not have the Circulation Plates, you must pay for the procedure of the Circulation Plates in the SAT-8933 Form: replacement of plates: 1-plate vehicles (Motorcycle): Q. 60.00; Two-plate vehicle: Q. 120.00.

  • If by theft or robbery: attach the original of the complaint filed before the Public Ministry.
  • If by loss or misplacement: attach the notice filed with the National Civil Police or the document issued by the Public Ministry, showing the original seal of the order for the location of the plates provided by the DEIC-PNC.
  • In case of devolution of plates by partial destruction or deterioration, attach and fill out: Devolution of Plates Form.

5. Before you go the Tax Administration, you must make the inspection of the vehicle by an expert inspector or physically, at the PNIC-DEIC authorized headquarters and complete the process in the Tax Registry of Vehicles in a maximum period of 6 working days, counted as from of the same day of the inspection.
