Transfer of Vehicles with Electronic Forms- Annex to the Title Certificate

Requirements
1Personal Identification Document (DPI) of the owner (if you do not have it see special cases).
2 Passport in case of a foreign person.
3Submit the payment of Q120.00 for the Process of the Transfer and Title Certificate through SAT-8611 form in Declaraguate.
4Annex of the Affidavit of the Transfer reproduced by SAT-8611 Form-Declaraguate with the signature of the buyer certified by an authorized Notary.
5Submit the payment corresponding to the Value Added Tax for the alienation of the Vehicles through SAT-2311 form in Declaraguate.
6Payment of the tax for vehicle circulation, until the current year, otherwise you have to make the corresponding payment through SAT-4091 form in Declaraguate.
7Vehicle Circulation Card (if not available see special cases.)
8Title Certificate.
9Attach the original and the photocopy of the invoice of the previous and subsequent years for those vehicles of the current year, only for the first sale if they were acquired through an importer, distributor or dealer.
10To make the Transfer of rental or urban use vehicles, submit the authorization for the line granted issued by the Municipality where the service will be provided.
11 If the procedure is being made by a third party authorized to make the RFV, this must submit the requirements of the Third Parties.

Steps to follow:

1. Enter Declaraguate, fill out SAT-8611 and SAT-2311 forms and reproduce SAT-2000 form to make the payments at the authorized banks.

2. Once SAT-2000 form is paid, enter Declaraguate again to reproduce the Annex of the Affidavit through SAT-8611 form.

3. Go to a Tax Agency or Tax Office with the requirements and payments made.

4. When the procedure is completed, enter your Virtual Agency to reproduce your electronic badges.

What do I get?
  • The electronic decal is reproduced through the portal of SAT, in the Decal Printing option.
  • You will get the electronic Circulation Card and the Title Certificate through the Virtual Agency. If you do not have the Virtual Agency, click here to request it.

Special cases

1. If you do not have the Personal Identification Document (DPI).

  • Attach the document issued by RENAP, certifying the process for the obtainment of this document, provided that, the Unique Identification Code (CUI) is displayed, with or without photography.

2. If you do not have the vehicle’s Circulation Card, you must pay the amount of Q60.00 for its replacement through SAT-8933 electronic form.

  • If by theft or robbery: Attach the original document of the complaint filed with the Public Ministry.
  • If by loss or misplacement: Attach the notice submitted with the National Civil Police or certification issued by the Public Ministry with the original seal.
  • Perform an expert or physical inspection of the vehicle at the authorized headquarters of the PNIC-DEIC and complete it at the Tax Registry of Vehicles within a period of 6 working days counted from the day of the inspection.

3. For plates of rental, urban, commercial, services, agricultural, construction or cargo transportation must be registered in the Unified Tax Registry (RTU) and must have an establishment in operations and/or commercial activity related to the use of the vehicle.

4. From the date of the endorsement of the Title Certificate by an authorized Notary, you have 15 working days to pay the Value Added Tax for the sale and 30 working days to proceed with the Transfer  before the Tax Registry of Vehicles, otherwise it will be punished according to Article 94 of Decree 6-91, Tax Code.
